ICANN Releases New Version of the Applicant Guidebook

ICANN Releases the Newest Version of the New gTLD Applicant Guidebook (Sept. 19, 2011)

A new version of the gTLD Applicant Guidebook was published earlier today by ICANN.  Is this the final version of the Applicant Guidebook?  According to the cover page it is “Version 2011-09-19,” and hasn’t been branded as the “Final Version.”

In the past, every release of the Applicant Guidebook has been accompanied by a redlined version, unfortunately, not this this time.   This version, the 8th version of the guidebook, has been published along side a summary of changes which gives some details of what changes were made.

Time Frames

ICANN has committed to certain timeframes with regards to the launch of the New gTLD program. For example, user registration for the TAS (TLD Application System) will be open from 00:01 UTC on the 12th of January 2012.  Users will only be able to register for access until the end of the day on March 29th, 2012 (two weeks before the application window closes on April 12th.)

Additional Reserved Names

In addition to the reserved names list for top-level domains detailed in Section 2.2, ICANN has agreed with the GAC to not allow the registration of any of the following names for the International Olympic Committee and the International Red Cross.

GAC Advice on New gTLDs

There were no changes to this section, however it is now noted that the section will be updated once GAC finalizes its set of rules for providing advise on New gTLDs.

In Summary

The ICANN staff has continued to revise and refine the New gTLD applicant guidebook and the various components involved since the ICANN Board of Directors officially approved the New gTLD Program this past June.

This guidebook is no more than a small revision toward the final product, which probably won’t be out until November or December, and it is probably wise to expect that some minor ongoing issues will still be pending come the end of the year.  We think that the incorporation of actual timeframes with regards to the application window is a positive sign that things are moving in the right direction for successful, timely launch of the new gTLD application process.
